Experience

Frank is a Senior Vice President and Account Executive in King & Neel’s Surety Department.

Frank specializes in negotiating surety agreements for contractor and developer clients, including multinational, mainland, and Hawaiian firms doing business in the Pacific Basin. His expertise and guidance have helped numerous clients remain competitive and grow their business.

With 19 years of experience in surety, Frank has worked for large national brokers before joining King & Neel in 2016. During that time, he has arranged a multimillion-dollar subdivision facility for a Hawaii-based developer at a 25% price reduction, structured the placement of a contractor’s surety program that resulted in $50 million of additional capacity, and consulted on many other projects, saving his clients time and money.

Frank has served as President of the Honolulu Chapter of the Construction Financial Management Association (CFMA) and Treasurer of the Hawaii Surety Association. Additionally, he has presented as a guest speaker for the Small Business Administration (SBA), Building Industry Association (BIA), and other Hawaii processional organizations. Frank earned a B.A. in economics from the University of Hawaii, Manoa and graduated from the William Angell Surety School. He has also earned the Associate in Fidelity and Surety Bonding (AFSB) designation.
